The Federal Reserve announced it would keep interest rates unchanged, but the latest dot plot revealed that 9 out of 18 officials anticipate at least one rate hike this year. The two-year U.S. Treasury yield surged 14 basis points to 4.20%, and the U.S. dollar rose 0.87%. Money markets have fully priced in a rate hike before October, with a September rate hike considered highly probable, and two rate hikes expected by the first quarter of 2027.
Signals from Federal Reserve officials regarding potential rate increases in the coming months have prompted traders to fully incorporate higher borrowing costs into pricing before October, leading to a sharp rise in short-term U.S. Treasury yields.

At 2:00 a.m. Beijing time on Thursday, the Federal Reserve announced it would maintain interest rates unchanged, but the quarterly dot plot released simultaneously indicated a notable divergence among officials regarding expectations for rate hikes this year.
This marks the first rate decision under Fed Chair Jerome Powell. Money markets currently show that a rate hike before September is widely expected, while a rate hike before October has been fully priced in. The U.S. dollar rose 0.87%.
The two-year U.S. Treasury yield, highly sensitive to the Federal Reserve’s recent policy direction, climbed 14 basis points to 4.20% following the decision. This market reaction reflects a significant repricing of investor expectations for the Fed’s policy path.
Divergence in Dot Plot: Half of Officials Favor Rate Hike
The Federal Reserve’s latest quarterly projections indicate that 9 out of 18 officials expect at least one rate hike this year, 6 expect at least two rate hikes, while the other 9 anticipate rates to remain unchanged or decrease.
This outcome reveals a clear division within the Federal Reserve regarding policy direction, with exactly half of the committee members leaning toward initiating a rate hike this year.
Bob Michele, Chief Investment Officer and Global Head of Fixed Income at J.P. Morgan Asset Management, stated:
“Half of the committee members expect a rate hike this year, which is a real warning signal for the market. I believe they are preparing for a rate hike.”
Money market pricing indicates that rate hike expectations have shifted from a previously vague timeframe to a clear focus on the September to October window, with two rate hikes expected by the first quarter of 2027.
This shift suggests that the dot plot and officials’ statements have had a substantial impact on market expectations, reducing uncertainty in the short-term rate path while clarifying an upward direction.
